The quick answer
Read Photos’ library status and follow its pause reason. Check the account, connection, power and cloud capacity. Apple advises against turning iCloud Photos off as a troubleshooting step. Track one identifiable photograph while investigating.
Read the message on the device holding the original
Look for library status under Photos’ profile button in Collections, or below All Photos on older layouts. Apple’s troubleshooting page documents the version-dependent location.
Note the message and time before making a change. Choose one missing photo with a recognizable subject and capture date. Check whether it exists only on the phone, also on iCloud.com, or on another device. This creates a concrete test instead of repeatedly comparing total photo counts.
Match the next step to the pause reason
Message or condition
Next check
Low Battery
Connect power and let the phone charge.
Low Power Mode or Low Data Mode
Review that mode and whether you want to allow syncing now.
Poor connection or optimization pause
Use a reliable connection; use Sync Now if offered, or allow time.
Device needs to cool down
Allow the device to cool before retrying.
iCloud storage full
Review cloud capacity and what occupies it; local cleanup alone does not enlarge it.
Check account and library view separately
Apple’s setup instructions require the same Apple Account on your own devices syncing your personal iCloud Photos library. Read the account identity rather than assuming that two devices belonging to you use the same one. Check that Photos synchronization is enabled for the intended library.
If you use Shared Library, check that view too: Apple notes that moved photos no longer appear in Personal Library.
For example, if the chosen image opens on iCloud.com but not on your tablet, the phone has already delivered that particular item to iCloud. Focus the next investigation on the tablet’s account, connection, status and view. This does not prove that every other phone item has finished uploading.
Distinguish the two storage limits
Apple separates device capacity from iCloud capacity. Check phone space under Settings, General, iPhone Storage; check cloud usage under Settings, your name, iCloud. A warning about one is not a measurement of the other.
Optimize Storage manages the device copies while originals remain in iCloud. It is not an increase in cloud capacity. Before removing library photos to resolve storage pressure, remember that iCloud Photos synchronizes deletions too.
Keep unsynced originals available while diagnosing the problem. Avoid a reset, account switch or bulk deletion simply to see whether it helps. If you need to preserve a separate copy, retrieve and open the files at that destination before relying on it.
Verify progress and know when to escalate
After addressing the condition, allow an uninterrupted session on power and reliable Wi-Fi. Apple recommends allowing overnight for some libraries. Record whether your chosen photo reaches the other device.
If it does not, collect the device model, software version, exact message and whether other iCloud services work. Consult Apple’s guidance for persistent errors and any Unable to Upload album. A support request with those observations is more useful than another unexplained sync toggle.
Common questions
Does a paused sync mean my photos are deleted?
A pause describes synchronization status, not proof of deletion. Locate the original and check a specific item before taking recovery or cleanup steps.
Why are totals different on two devices?
First compare the same library view and one identifiable photo. Counts alone do not distinguish an incomplete transfer from a different account or view.
