The quick answer
iCloud Photos synchronizes a library: edits and deletions can appear on every device using it. Apple says those photos are not duplicated in iCloud Backup. Keep a separate, verified copy of important originals before deleting from the synchronized library. If the goal is saving phone space, review Optimize Storage rather than deleting photos you want to keep.
Separate the three jobs
“It is in iCloud” can mean different things. A synchronized photo library, a device backup, and a separately exported file have different purposes. Apple’s iCloud Backup documentation says the device backup covers information that is not already synchronized to iCloud.
Imagine the same portrait appearing on your phone and laptop. If both show the same synchronized library, deleting the portrait from one can remove it from the other. Two visible thumbnails are not necessarily two independent recovery options.
What you have
Its job

iCloud Photos
Keeps the photo library up to date across devices
A deletion can propagate.
iCloud Backup
Backs up eligible device information not already synced
Do not assume it separately includes an iCloud Photos library.
Separate exported copy
Preserves a version outside that library
Verify its location, completeness and recovery process.
What happens when you delete
Apple documents that deleting a photo on one device deletes it wherever you use iCloud Photos. It also documents a 30-day Recently Deleted recovery period before permanent deletion. Do not treat that temporary recovery area as your long-term archive.
If you deleted something accidentally, look for it in Recently Deleted promptly and avoid further cleanup while investigating. A guide cannot guarantee recovery of a file that is already permanently deleted or that was never stored in the library.
If someone else manages a shared library or another backup product is involved, check that service’s rules as well. This article addresses the basic iCloud Photos relationship, not every shared-library or third-party retention policy.
If you only need more phone space
Apple’s Optimize Storage option keeps space-saving versions on the device while full-resolution originals remain in iCloud Photos. That is different from deleting a library item. Review available device space, cloud space and synchronization status before deciding what to remove.
An optimized preview is not evidence that a full original has already been copied to another disk. Before exporting a large collection, allow the required originals to download and confirm there is enough storage at the destination.
Do not switch synchronization settings at random to stop an unwanted deletion. First understand which copies currently exist and what the proposed setting change will do.
Make a separate copy deliberately
Choose the photos and version you need. For source preservation, use Apple’s documented Export Unmodified Originals workflow. If you also need the finished edit, preserve an appropriate edited export separately.
Choose the destination carefully. Apple notes that Files may open to iCloud Drive by default. Select the intended location, such as suitable external storage, rather than assuming the default is an independent offline copy.
Wait for completion. Do not unplug storage or start deleting the library while the export is still working. Keep the original library intact during verification.
Open exported samples. Check older and newer photos, orientations and any special formats you care about. Review the folder contents and dimensions; a folder name alone proves nothing about its files.
Test retrieval without deleting the source
A safe rehearsal is to close Photos, open the separate destination, and retrieve a harmless sample from there. Confirm which application opens it and whether it contains the expected unedited or finished version. You do not need to erase the library to prove that the copy can be read.
Document the destination and when it was last refreshed. If the separate copy is on the same device, consider what happens if that device fails or is lost. Independence from library synchronization and protection from hardware loss are related but different questions.
For an ongoing library, create a repeatable backup routine rather than a one-time export that becomes outdated. Keep copies you can actually retrieve; convenience and recovery should both be part of the plan.
Common questions
Does my iPhone’s iCloud Backup contain another copy of iCloud Photos?
Apple says photos synchronized through iCloud Photos are not duplicated in the device’s iCloud Backup. Confirm your actual settings rather than assuming both services save the same library.
Can I delete from my phone while keeping the same photo in iCloud Photos?
Deleting from the synchronized Photos library is not a local-space cleanup. Review Optimize Storage if you want the library retained while reducing device storage.
